Evaluación técnica económica y social del proceso de ejecución de la obra: sistema de irrigación Pangoa

Abstract

En el presente trabajo de investigación, se ha logrado evaluar técnica, económica y social, el proceso de ejecución de la obra: “Sistema de Irrigación Pangoa”, a partir del análisis de información de primera línea (estudio de factibilidad, expediente técnico, informes mensuales de ejecución, entre otros), de modo que se identificaron los principales factores causantes de modificaciones durante el proceso de ejecución de la obra. Es importante señalar, que la ejecución de obras públicas de infraestructura hidráulica con fines de riego tiene como objetivo principal generar oportunidades de desarrollo, en zonas con poblaciones generalmente vulnerables y en situación de pobreza, por lo que debe considerarse para su ejecución, ser eficientes en el uso de los recursos económicos y eficaces con respecto al tiempo que demande esta. Es por eso que, el Proyecto Especial Pichis Palcazú, ejecuta en el distrito de Pangoa, provincia de Satipo, región Junín, bajo la modalidad de ejecución presupuestaria directa (administración directa) la obra: Sistema de Irrigación Pangoa, la cual, según el expediente técnico, cuenta con un presupuesto inicial de S/ 34’465,552.33 y un periodo de ejecución de 11 meses, monto y periodo que no se ha cumplido debido a factores técnicos expresados durante el proceso de ejecución, los cuales generaron la variación del presupuesto inicialmente aprobado y a la demora en la entrega de la infraestructura a los beneficiarios considerados en el proyecto, limitando y reduciendo de esa forma el impacto de desarrollo social. Se estimó también, que el impacto económico negativo asciende a un monto superior a los S/ 128’618,274.65, debido fundamentalmente a la pérdida de ingresos que se hubieran generado por el incremento de la producción agrícola.

In the present investigation, the technical, economic and social evaluation of the execution process of the "Pangoa Irrigation System" project has been carried out, based on the analysis of first line information (feasibility study, technical file, monthly execution reports, among others), so that the main factors causing modifications during the execution process of the project were identified. It is important to point out that the main objective of the execution of public works of hydraulic infrastructure for irrigation purposes is to generate development opportunities in areas with populations that are generally vulnerable and in a situation of poverty, which is why it must be considered for its execution to be efficient in the use of economic resources and effective with respect to the time it takes. For this reason, the Pichis Palcazú Special Project is executing the Pangoa Irrigation System in the district of Pangoa, province of Satipo, Junín region, under the direct budget execution modality (direct administration), which, according to the technical file, has an initial budget of S/ 34'465,552. 33 and an execution period of 11 months, amount and period that has not been fulfilled due to technical factors expressed during the execution process, which generated the variation of the initially approved budget and the delay in the delivery of the infrastructure to the beneficiaries considered in the project, thus limiting and reducing the social development impact. It was also estimated that the negative economic impact amounts to more than S/ 128'618,274.65, mainly due to the loss of income that would have been generated by the increase in agricultural production.
