Proceso de certificación fitosanitaria de hospedantes de mosca de la fruta Ceratitis capitata y Anastrepha spp., para tránsito interno

Abstract

La Certificación Fitosanitaria para que hospedantes de moscas de la fruta de la familia Tephritidae puedan ingresar a las áreas reglamentadas determinadas por el Servicio Nacional de Sanidad Agraria (SENASA) dentro del Perú, comprende un proceso de cumplimiento obligatorio amparado por normas legales peruanas. El siguiente trabajo describe las actividades realizadas en dicho proceso por mi persona en la ciudad de Lima, actividades que son parte de las medidas fitosanitarias de Cuarentena Interna dispuestas por el SENASA con el objetivo de proteger y mantener el estatus fitosanitario de las áreas de baja prevalencia y las áreas libres de moscas de la fruta dentro del país. El proceso de Certificación Fitosanitaria descrito en el desarrollo del trabajo se dividió en cuatro etapas: a) La presentación de la solicitud de autorización de ingreso a las áreas reglamentadas, b) La inspección basada en el muestreo, c) La protección y el resguardo fitosanitario y d) La emisión del Certificado Fitosanitario de Tránsito Interno (CFTI). Se explicarán algunas dificultades que se presentan durante la aplicación de las medidas fitosanitarias en el proceso de certificación y se mostrará que valores se obtuvieron de rechazo expresados en toneladas de hospedantes de moscas de la fruta como resultado de los muestreos realizados desde mayo del 2021 hasta setiembre del 2022 por parte de los inspectores de Cuarentena Vegetal en Lima.

The Phytosanitary Certification so that hosts of fruit flies of the Tephritidae family can enter the regulated areas determined by the National Agrarian Health Service (SENASA) within Peru, includes a mandatory compliance process protected by Peruvian legal regulations. The following work describes the activities carried out in said process by myself in the city of Lima, activities that are part of the Internal Quarantine phytosanitary measures arranged by SENASA with the objective of protecting and maintaining the phytosanitary status of low prevalence areas. and areas free of fruit flies within the country. The Phytosanitary Certification process described in the development of the work was divided into four stages: a) The presentation of the application for authorization to enter the regulated areas, b) The inspection based on sampling, c) The protection and phytosanitary safeguard and d) The issuance of the Internal Transit Phytosanitary Certificate (ITPC). Some difficulties that arise during the application of phytosanitary measures in the certification process will be explained and it will be shown that rejection values expressed in tons of fruit fly hosts were obtained as a result of the samplings carried out from May 2021 to September. of 2022 by the Plant Quarantine inspectors in Lima.
