Gestión comunitaria para la conservación ambiental en Lima Metropolitana: asociación ecológica Lomas de Primavera

Abstract

La gestión comunitaria para la conservación de las lomas el Sector Primavera es fundamental para el desarrollo sostenible de dicho ecosistema y de las poblaciones locales, en un contexto donde el establecimiento del ACR «Sistemas de Loma de Lima» y la presencia de la pandemia Covid-19 definen un nuevo contexto y retos para la asociación ecológica, que viene trabajado en el sector Primavera. En ese sentido, la investigación tiene cuatro objetivos específicos, que son el (a) describir la creación y las condiciones actuales de la Asociación Ecológica, (b) examinar las acciones ejecutadas de la asociación para la conservación de las lomas del sector Primavera, (c) determinar las percepciones de la asociación sobre la gestión para la conservación y (d) elaborar recomendaciones para mejorar su gestión local en la conservación del sector Primavera. Para lograr los objetivos específicos, se consideró el enfoque etnográfico basado en el «estudio de caso» de la asociación, aplicándose entrevistas, fichas informativas, observación participante y otras herramientas cualitativas para recopilar, sistematizar y analizar la información. Los resultados permitieron identificar los problemas de la asociación, relacionados con el escaso presupuesto, infraestructura, equipos y herramientas con los que cuentan para su gestión; asimismo, sobre sus percepciones, se determinó que la conservación de las lomas debe ser una responsabilidad compartida entre la ciudadanía, los gobiernos locales en instituciones permitiendo el beneficio mutuo entre el entorno ambiental y humano, siendo las lomas un activo para el desarrollo sostenible local al brindar servicios ecosistémicos de provisión, regulación, recreación y cultura a los grupos sociales colindantes a las lomas. Igualmente, se concluyó que la asociación viene ejecutando una serie de actividades a nivel local (reforestación, limpieza de lomas, creación de huertos, educación ambiental, captación de agua atmosférica, defensa de los terrenos, ecoturismos, otros) y regional (apoyo al establecimiento del ACR «Sistema de Lomas de Lima») con la finalidad de conservar las lomas del sector Primavera. Finalmente, se proponen recomendaciones para fortalecer la gestión local de la asociación mediante el mejoramiento de las condiciones e infraestructura de la asociación, mejoramiento de las condiciones de las lomas y búsqueda de apoyo de instituciones y organizaciones, formando parte dichas lomas del ACR «Sistema de Lomas de Lima» y encontrándose en un contexto de pandemia por Covid 19.

Community management for the conservation of the lomas of the Primavera Sector is essential for the sustainable development of said ecosystem and of the local populations, in a context where the establishment of the ACR “Loma de Lima Systems” and the presence of the Covid- 19 define a new context and challenges for the ecological association, which has been working in the Primavera sector. In this sense, the research has four specific objectives, which are (a) to describe the creation and current conditions of the Ecological Association, (b) to examine the actions carried out by the association for the conservation of the hills of the Primavera sector, (c) determine the perceptions of the association on conservation management and (d) develop recommendations to improve its local conservation management in the Primavera sector. To achieve the specific objectives, the ethnographic approach based on the "case study" of the association was considered, applying interviews, fact sheets, participant observation and other qualitative tools to collect, systematize and analyze the information. The results allowed to identify the problems of the association, related to the scarce budget, infrastructure, equipment and tools they have for their management; Likewise, on their perceptions, it was determined that the conservation of the hills should be a shared responsibility between citizens, local governments in institutions allowing mutual benefit between the environmental and human environment, the hills being an asset for local sustainable development by provide ecosystem services of provision, regulation, recreation and culture to the social groups surrounding the hills. Likewise, it was concluded that the association has been carrying out a series of activities at the local level (reforestation, cleaning of hills, creation of orchards, environmental education, capture of atmospheric water, defense of the land, ecotourism, others) and regional (support for the establishment of the ACR «Lomas de Lima System») in order to conserve the hills of the Primavera sector. Finally, recommendations are proposed to strengthen the local management of the association by improving the conditions and infrastructure of the association, improving the conditions of the hills and seeking support from institutions and organizations, these hills being part of the ACR «System of Lomas de Lima” and finding himself in a context of a pandemic by Covid 19.
